MTSS (Multi-Tiered System of Support) is a framework for organising the support systems already within a school. Rather than categorising students, MTSS is about organising resources: the tiered structure exists to help schools intensify and strengthen core (Tier 1) instruction, using data to identify where whole-class teaching needs to be reinforced before layering on additional supports.

There is no single right sequence for implementation. Where a school starts — whether that's reading, Tier 2, or the early years — depends on local capacity and the resources already available. Effective MTSS shifts the focus from isolated intervention (asking teachers to "catch up" individual students) to building support around teachers — through coaching, professional development, and confidence in using data — so that instruction itself improves for every learner.
